The Demise of the 28-Clause Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the announcement of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been defused. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The succession of opposing developments captured the harsh reality of the current period. By day, diplomatic battles are conducted: positive announcements are issued from different nations. Considerable effort is expended on containing specific proposals. By night, the Kremlin brutally reminds the world that, for them, military action persists as the key method for achieving "settlement".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is able to track missile launches from Russian territory, a ability enabled by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to engage hostile aerial threats flew past – modern combat jets provided to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: several firings targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, presumably supplied through allied countries. Every launch jolts you unexpectedly, shaking the windows. The brief panic quickly becomes resigned acknowledgment: perhaps the incoming missile won't cause damage this time, preventing destruction from catastrophe and additional electricity failures.

Persistent Threats

Not long after, a heavy machine gun opened up on a drone close by, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the shots failed to hit the opposing UAV – it pressed on overhead toward its target.

With pauses, this continued until dawn. Kyiv greeted the morning news: seven people killed, destruction and heating outages in numerous residences as a result of the evening attack. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period demonstrated Ukraine's essential dependence on external assistance – a dependence that European nations are demonstrably unable to fill in the short term.

Ineffective Peace Efforts

The 28-point plan from Washington sparked intense emotion, discussion and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new initiative from American administration unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually achieve victory. This trend will, no doubt, continue.

Tactical Assessments

It is easy to blame particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. Washington works based on a premise understood by seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration presumes that it is impossible to compel Moscow to surrender the land that it currently occupies in Ukraine's south or east.

The challenge is that while accepting these circumstances, US leadership does little to discourage Russia, through words or deeds, from assuming that the current condition will not change more in its benefit in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their incentive to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's government remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing people and territory but avoiding a total frontline collapse until conditions improve in its advantage.

Present Conditions

Realistically, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: leadership ambitions to negotiate peace and secure international recognition, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any initiative Kyiv finds unworkable, so that their attention does not move to internal issues. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will change their overall approach.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a just a single week to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, current information leaks, all achieved their purpose.

While new proposals based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show certain reluctance to change the course of events, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, largely rely on ongoing international assistance.
